GS14 is his government pay grade. It is approximately the same pay grade as a colonel. Only someone very insecure about themselves would tout this as an accomplishment or important factor, because it is pretty meaningless. Sometimes the responsibilities might be on par with military staff officers, or it might not. GS14 is respectable enough on it own without having to tout the military equivalent.
