If the question is asking whether the grade on the exam should be based on the effort put in in preparing for the exam, the answer is still no. That is, as others have pointed out, there is no realistic way to assess that effort. But even if there were, it is not the effort that matters. Some students work very hard - say at trying to memorize information or equations or even specific problem solutions - without actually understanding the principles that apply to the material being studied and how those principles can be applied to solving related problems. That is what tests do - they measure the student’s abilities to apply the ideas to the questions that are asked as a measure of whether they understood the ideas.
